Randy Scherr brings more than thirty-five (35) years of experience in politics and government to the clients.  

Scherr first became active in politics in 1974 working on numerous local, state and national elections. In 1977, Scherr became Assistant Director of Public Affairs for Mid-continent Farmers Association with primary lobbying responsibilities in Jefferson City and Washington, DC in areas of agricultural, transportation and energy legislation and policy.

In 1978 Scherr was appointed to the White House Conference on Exports. He has also served on numerous boards and commissions in the development of agricultural and transportation policy from 1977-1981.

Throughout his professional career, Scherr has developed and maintained close working relationships with political leaders of both parties and continues to work closely with legislators and statewide elected officials on a daily basis. Scherr is a graduate of the University of Missouri and Lincoln University with both a Bachelor and Master of Arts Degrees in Political Science.

In 1981, Scherr founded R. J. Scherr and Associates. He has been active in the political and legislative process in Missouri on a full time basis since that time. His experience, expertise and integrity in shaping issues and obtaining results for clients are highly respected by both policymakers and his clients.

Mike Winter has over twenty-five (25) years of valuable experience in politics, public service and governmental consulting.

A native of Jefferson City, he began his career in the areas of high technology, finance and international business development for the State of Missouri in the Department of Economic Development. Efforts included coordination of international trade missions with Governor Christopher "Kit" Bond to Japan, Korea and Hong Kong.

After leaving state government, Winter served over four years as the Director of Government Relations for the Missouri Association of Osteopathic Physicians and Surgeons. He had full time responsibility for the Association`s aggressive legislative program and development and administration of the Political Action Committee.

For over twenty (20) years, Winter has provided a full range of governmental and management consulting services to a broad range of clients. He has extensive experience in the development and analysis of legislative and regulatory policy. His daily presence in the Capitol has earned him a reputation of excellent service to his clients and honesty in dealing with Missouri`s elected officials.

Winter is a graduate of University of Missouri and Lincoln University with a Bachelor of Educational Studies and Master of Business Administration.

Brian Bernskoetter has over five (5) years of experience in politics, communications, and governmental consulting. 

Beginning January 2007, Bernskoetter has assisted R.J. Scherr and Associates in their governmental consulting, lobbying, and association management efforts.

Brian is a native of Jefferson City, Missouri and a graduate of Rockhurst University with a degree in Marketing.
